James Langlois is an associate in the Houston office of Latham & Watkins and a member of the firms Project Development & Finance Practice.

He advises sponsors, lenders, and investors on project finance and development matters involving energy and infrastructure projects across the United States, the Middle East, and other international markets.

His experience includes a secondment to ExxonMobils legal department supporting the Global Trading & Origination division. He also undertook an on-site secondment to NEOM Company, a Public Investment Fund -held developer constructing a mega-city on Saudi Arabia s northwest coast along the Red Sea.

Before joining Latham, James practiced in the Riyadh, New York, and Houston offices of an international law firm.

Prior to practicing law, he served as a U.S. Army Cavalry Officer in the First Cavalry Division based at Fort Hood, Texas, during which time he led a combat arms platoon in Iraq. Afterwards, he served in various locations throughout Afghanistan in an advisory capacity with the U S Department of Defense. He continues to serve in the U S Army Reserve as a Civil Affairs Officer conducting advisory work on international energy and infrastructure development missions based at Fort Meade, Maryland.

    • The establishment and expansion of several joint venture projects, as well as general corporate and regulatory matters*
  • Sempra Energy in its US$3.37 billion sale to KKR of a non-controlling 20 percent interest in its business platform, Sempra Infrastructure Partners*
  • Occidental Petroleum Corporation in its US$825 million sale of onshore oil and gas assets in Colombia to The Carlyle Group*
  • EIG Global Energy Partners in its US$295 million preferred-equity investment in Limetree Bay Ventures, LLC, to modernize and expand a refinery and oil-storage terminal in St. Croix, US Virgin Islands*
  • Calpine Corporation on:
    • Portfolio financings to fund the development of wind, geothermal, battery-storage, and natural-gas-fired power projects*
    • Mergers, acquisitions, and divestitures of power-generation and energy-infrastructure projects in the United States*
  • A project sponsor in the financing of energy-infrastructure projects in Latin America, including a photovoltaic solar-power project, a combined-cycle-gas-fired power plant, an LNG regasification terminal, and related pipelines and transmission lines*
  • An export credit agency in the project financing of a combined-cycle-gas-fired power plant in Latin America constructed on a BOOM basis*
  • Lenders in reserve-based lending facilities with commitments ranging from US$50 million to US$500 million*
  • Lead arrangers in Term Loan B senior-secured credit facilities to finance the acquisition of energy and infrastructure assets in the United States*
