Alex Ross is an associate in Latham & Watkins Gaikokuho Joint Enterprise and a member of the Finance Department. 

Alex ’s practice focuses on complex, cross-border project development and finance matters.

He has experience advising on all aspects of the development, financing, refinancing, sale, and acquisition of renewable and conventional power, oil and gas, transport, and infrastructure projects across a number of jurisdictions in Asia Pacific, including Australia, Vietnam, Cambodia, Laos, Indonesia, and the Philippines. 

Prior to joining Latham, Alex worked in the Sydney and Bangkok offices of a leading UK law firm and served a secondment with the Japan Bank for International Cooperation (JBIC).

Alex is a registered foreign lawyer in Japan, with his primary qualification in New South Wales, Australia. He is a member of the Dai-Ni Tokyo Bar Association.

  • The ECAs and lenders on the project financing of the proposed Papua LNG Project in Papua New Guinea
  • MIND ID on its acquisition of an increased shareholding in PT Vale, an Indonesia-based nickel mining and processing company
  • The ECAs and commercial lenders on various matters in connection with the US$19 billion PNG LNG project developed by ExxonMobil and Santos in Papua New Guinea
  • San Miguel Corporation on the US$2.165 billion Phase 1 financing of the land development works for a new airport to be constructed in Bulacan, Philippines
  • JBIC as a direct lender on the €9.5 billion project financing of the Arctic LNG 2 three-train liquefaction project in the Yamal Peninsula, Russia*
  • JERA on the financing of its interest in a UJV to operate a FPSO in the Barossa gas field off the coast of the Northern Territory, Australia*
  • The ECAs and commercial lenders on the senior debt restructuring of a petrochemical refinery in South East Asia*
  • The Phonesack Group on the development of the Xekong Thermal Power Plant, a 1,800MW coal fired power station and associated coal mine in Laos, being the first cross-border power sale from Laos to Cambodia*
  • The lenders on the limited recourse financing of two 300MW solar farms being developed by Softbank Energy in Rajasthan, India (PFI Indian Green Deal of the Year 2020 and IJGlobal Asia Pacific Renewable Portfolia Financing Deal of the Year 2020)*
  • ADB and the commercial lenders on the first limited recourse financing of a solar farm in Vietnam*
  • The lenders on the financing of two solar farms developed by Vena Energy in Taiwan*
  • Nebras Power on all aspects of the financing, development, and governance of the 530MW Stockyard Hill Wind Farm in Victoria, Australia*
  • EGATi and the Chaleun Sekong Group on the acquisition and development of the Nam Ngum 3 Hydropower project, a 480MW hydroelectric dam in Laos*
  • Adani on the limited-recourse financing of a 65MW solar farm in Queensland, Australia*
