Silvia Martin is an associate in the Houston office of Latham & Watkins and a member of the Project Development & Finance Team.

Silvia represents owners, sponsors, and developers in the development of a wide range of energy and infrastructure projects across the US and the world, focusing on complex, high-stakes engineering, procurement, and construction contracts. She has substantial experience in the power (renewable and conventional), liquefied natural gas (LNG), oil and gas, and digital infrastructure sectors.

Silvia’s experience includes advising:

  • Genera PR, on all construction and procurement matters in connection with its mandate to operate, maintain, and decommission the power generation facilities in Puerto Rico on behalf of the Puerto Rico Electric Power Authority. This includes the procurement and installation of turbines, battery storage systems, and other capital equipment and the arrangement of long term service agreements with original equipment manufacturers*
  • The Puerto Rico Electric Power Authority on the procurement of 3750 MW of renewable energy resources and 1500 MW of energy storage resources, including virtual power plants, in one of the single largest energy transition programs in the United States*
  • Cameron LNG, in the negotiation of FEED and EPC agreements for the multibillion-dollar expansion of its existing liquefied natural gas export terminal and storage facility located in Cameron, Louisiana*
  • Port Arthur LNG, in the drafting and negotiation of the EPC agreements for its Port Arthur LNG liquefaction facility, located near Jefferson County, Texas, valued at US$13 billion*
  • NextDecade, in the drafting and negotiation of the EPC agreements for its Rio Grande LNG liquefaction facility, located near Brownsville, Texas, valued at US$18 billion*
  • Champlain Hudson Power Express (CHPE), in the drafting of the EPC agreements for the development of one of the longest high-voltage direct-current (HVDC) electric transmission lines in the United States, valued at over US$6 billion*
  • A supermajor oil and gas company in the drafting and negotiation of decommissioning funding and operational arrangements to address offshore legacy asset retirement obligations in the Gulf of Mexico*
