Shannon H. Kitzer is an associate in the Chicago office of Latham & Watkins. She is a member of the Litigation and Trial Department, specializing in White Collar Defense and Investigations.

Shannon represents market-leading insurance providers and healthcare systems in investigations and litigation matters involving potential Anti-Kickback Statute (AKS) violations, Stark Law concerns, and False Claims Act (FCA) matters.

Shannon is a member of the Chicago Pro Bono Committee and maintains an active pro bono practice, including serving as guardian ad litem in family matter cases. She also serves as a subcommittee leader for the firm’s First Generation Professionals Group.

Prior to joining Latham, Shannon was an associate at an international law firm. While attending law school, Shannon was a notes editor of the Journal of Law, Technology and Policy.

Shannon’s experience includes representing:

  • A managed healthcare and insurance company in connection with the DOJ’s investigation of potential FCA violations
  • A healthcare system in qui tam ligation regarding alleged violations of the AKS, the Stark Law, and the FCA pertaining to fair market value issues
  • A client in connection with a government investigation into its home health assessment programs
  • A publicly traded entity in a government investigation related to claims submitted to Medicare for payments for skilled nursing and rehabilitation services
  • A national diagnostic services provider in federal litigation regarding allegedly fraudulent services
  • A national retail pharmacy in government investigations and litigation pertaining to opioid dispensing and distribution practices*
