Lucinda (Cindy) Starrett retired from the partnership in December 2024. She was a member of the Environment, Land & Resources Practice, advising clients on complex project siting and approvals. Cindy had held several firm leadership positions, including with the WEB initiative.

Cindy’s practice included approval for real estate development, open space, and infrastructure projects, advising on government approvals and associated environmental and transactional matters.

Cindy’s California Environmental Quality Act (CEQA) practice included administrative and pre-litigation counseling. Cindy was registered as a lobbyist with the City and County of Los Angeles and with the Metropolitan Transportation Authority. Cindy was an officer of the Central City Association and served on LA County’s Stormwater Advisory Committee.

Deeply committed to supporting charities, Cindy served on the boards of the Los Angeles Dodgers Foundation, the Downtown Women’s Center, the Tejon Ranch Conservancy, and the Central City Association. She previously served on the boards of Zero Emission Transit, Abode Community Housing, Orthopedic Institute for Children, the Los Angeles Parks Foundation, and the Environmental Law Institute in Washington, D.C. Cindy had been a leader on CEQA reform initiatives as well as housing incentive policies.
