Patrick Nevins advises energy industry market participants on all aspects of major infrastructure project development, administrative litigation, and high-stakes regulatory matters and transactions.

Drawing on over 30 years of experience, Patrick represents electric utilities, oil and liquids pipelines and shippers, and companies in all segments of the natural gas industry, including: LNG project developers, pipeline and storage companies, LDCs, marketers, and producers.

Patrick also frequently represents investors, lenders, and others with interests in such regulated energy companies. He combines a business-focused approach with his sophisticated understanding of the energy regulatory landscape to guide clients with respect to commercial arrangements and regulatory approvals for major infrastructure projects, including: new and expanding gas pipelines, LNG projects, gathering and processing facilities, and NGL pipelines.

Patrick represents clients before the Federal Energy Regulatory Commission (FERC), state regulatory commissions, the Department of Energy (DOE), and in the US Courts of Appeals concerning the judicial review of agency decisions. He also regularly provides regulatory and industry expertise to support major financing and M&A transactions in the oil, gas and LNG industries.

Patrick is consistently rated among the country’s top oil and gas regulatory lawyers in rankings publications such as Chambers USA and Chambers Global, Legal 500, Who’s Who Legal, Best Lawyers, and Lawdragon. He has been included annually in Chambers USA since 2004, including in Band 1 every year since 2018, and in Chambers Global since 2009 and in Band 1 since 2019. Patrick’s experience includes representation of:

  • Venture Global LNG on FERC and DOE approvals, and related matters, for each of its LNG export projects (Calcasieu Pass, Plaquemines, and CP2) and related natural gas pipelines, from project conception and currently on-going
  • Eastern Gas Transmission and Storage (formerly Dominion Transmission), a major interstate gas pipeline and one of the country’s largest gas storage operators in FERC-related matters and project development for more than 20 years
  • Cheniere, the nation’s largest LNG exporter, on FERC and DOE approvals for its proposed Phase 5 expansion at Sabine Pass, and on various other matters
  • Cove Point LNG on the expansion of its regas operations and later the development and permitting of its liquefaction and export project
  • Delfin LNG, the US’s only permitted Floating LNG deep-water port project, on MARAD, FERC, and DOE regulatory matters
  • Atlantic Coast Pipeline, the previously proposed joint venture approximately 600-mile, 1.5 Bcf/day natural gas greenfield pipeline on FERC matters
  • Sendero Gateway, a NM-TX interstate natural gas pipeline in the Permian on FERC approval and waivers of open access regulation

Patrick has provided regulatory support in significant transactions, including:

  • Next Decade Rio Grande LNG project financing
  • ConocoPhillips’ investment in Port Arthur LNG
  • CenterPoint Energy Resources on the sale of its LA and MS LDCs
  • Equitrans Midstream in its merger with EQT Corporation
  • ArcLight Capital Partners, LLC on the acquisition of ownership interests in Natural Gas Pipeline Company of America LLC
