Jennifer Roy, Deputy Office Managing Partner for the firm's San Diego office, provides environmental counseling in all areas of environmental law, with a particular focus on energy and major infrastructure projects.

Ms. Roy assists clients in a wide variety of energy and infrastructure matters related to power generation, renewable and conventional energy resources, land use entitlements, and environmental diligence. Ms. Roy has experience in administrative proceedings and litigation, including before California and federal agencies.

With experience both in private practice and in-house, Ms. Roy assists clients with federal, state, and local permitting for major energy and infrastructure projects, including desalination projects, power plants, transmission lines, renewable energy facilities, and liquified natural gas plants. Ms. Roy also provides advice to residential and commercial developers regarding local planning and zoning regulations and related environmental matters and state land use regulations. Ms. Roy further assists clients in defending approvals in administrative proceedings and state and federal court litigation.

Ms. Roy also counsels clients who are financing energy and infrastructure projects on a variety of environmental and social governance issues.

Prior to law school, Ms. Roy studied Environmental Studies and Public Policy focusing on international environmental law. During law school, Ms. Roy served on the editorial staff of the Virginia Environmental Law Journal.

Experience

Ms. Roy’s representative work includes:

Multiple major transmission line projects before the California Public Utilities Commission, including approvals from the US Fish and Wildlife Service and US Army Corps of Engineers
Obtaining and defending multiple agency approvals for 50 million gallon per day desalination projects in Southern California
Agency approvals and litigation for a desalination and water supply project in Monterey County
Entitlements and environmental approvals for mixed-use development projects in Southern California
Development and environmental review of liquified natural gas export and pipeline facilities in Louisiana
