Frank Monaco advises clients on complex insurance and reinsurance transactions and related regulatory matters, with a focus on life and annuity reinsurance.

Frank draws on more than two decades of experience and a sophisticated understanding of evolving insurance markets to guide investors and insurers through matters involving:

  • Life and annuity closed blocks and other block and flow reinsurance transactions
  • Insurance M&A, including the acquisition of property and casualty (P&C) runoff portfolios and discontinued insurance businesses
  • Pension risk transfer transactions
  • Reserve financings
  • Regulatory approvals, compliance, and other insurance regulatory consideration

He also advises insurers, reinsurers, private equity funds, private credit funds, and asset managers in establishing and capitalizing reinsurance vehicles and structuring related risk transfer and capital management arrangements.

Frank also counsels clients on collateral arrangements, legal investment questions, and formation and licensing matters.

Before joining Latham, he was a partner at another global law firm.

Frank’s experience includes advising:

  • Reinsurance Group of America on numerous matters, including:
    • A US$32 billion reinsurance agreement with Equitable Holdings, Inc to reinsure a diversified block of life insurance products*
    • A US$3.5 billion coinsurance transaction with American National Insurance Company*
  • Martello Re on raising US$1.3 billion in capital*
  • A leading Bermuda-based reinsurer on its acquisition of a block of life insurance business through reinsurance, including transfer of administration and related collateral arrangements*
  • Multiple private credit funds in the establishment of reinsurance side car vehicles with annuity reserves in excess of US$1 billion*
