    Profile

    Fiona Garrahan is an associate in the London office of Latham & Watkins and a member of the Fintech Industry Group. 

    Fiona advises a range of clients, including technology companies, financial institutions, payment service providers, cryptocurrency platforms, and e-money platforms, on all aspects of financial regulation.

    Fiona’s experience includes a secondment to the Bank of England’s Legal Directorate in 2021, and an extended secondment to a global technology company during 2024, supporting digital wallet work.

    Experience

    Fiona’s experience includes advising: 

    • On the application of the ECB’s PISA framework to a leading digital wallet provider* 
    • E-money and payment service providers on licensing applications and ongoing compliance under the EMRs, PSRs, and PSD2* 
    • A leading challenger bank on its product roadmap, including licensing, financial promotion, and Consumer Duty analysis
    • On industry responses to the EU’s PSD3 proposals and the UK’s Future of Payments review*
