Timothy Neo is an associate in the London office of Latham & Watkins and a member of the Data & Technology Transactions Practice.

Mr. Neo advises clients on a wide range of global data privacy, cybersecurity, and commercial contract matters. He has particular experience advising a broad range of clients, from start-ups to technology giants, on issues arising from European and UK data privacy legislation, including the General Data Protection Regulation (GDPR).

Mr. Neo also represents clients in a variety of M&A transactions, advising them regularly on a range of technology and commercial issues. Prior to joining Latham, Mr. Neo trained and qualified at PwC, where in addition to advising on data privacy he also undertook large scale GDPR compliance and operational projects.

Mr. Neo’s experience includes advising:

  • Madison Dearborn Partners in its US$1.8 billion acquisition of Moneygram
  • A cryptocurrency exchange platform in matters before the Irish Data Protection Commission on issues related to privacy and security
  • A significant social media company on privacy matters, including the development of an NFT platform, a B2B data sharing and team collaboration platform, and matters surrounding e-Privacy
  • A publicly listed China-headquartered technology and internet group on various AI queries, including the EU AI Regulation and GDPR
  • A leading NFT start-up in America on GDPR compliance matters in its expansion to Europe and the UK, including direct marketing, cookies and transparency requirements
  • Numerous companies on data protection matters ahead of stock market listings
  • A UK government body on the impact of the e-commerce chapter of the Comprehensive and Progressive Agreement for the Trans-Pacific Partnership (CPTPP), and in particular the impact which the UK’s accession to the CPTPP may have on cross-border data flows and digital trade*
  • An Oil & Gas supermajor on a global digital transformation of its end-to-end Privacy Operating Model*
