Cullen Tyndall is an associate in the San Diego office of Latham & Watkins.
Cullen assists clients on matters involving project siting and approvals, compliance with environmental and land use regulations, and challenges to associated permits and entitlements.
Cullen advises clients in connection with:
- Permitting and environmental analyses for major residential, commercial, industrial, and utility projects, and defending project permits and entitlements in judicial proceedings
- Land use strategy, agency negotiations, and administrative proceedings before federal, state, and local agencies, such as the Federal Energy Regulatory Commission, California Coastal Commission, California State Lands Commission, San Francisco Bay Conservation and Development Commission, and various boards of supervisors, city councils, planning commissions, and other municipal bodies
- Compliance with federal, state, and local land use, planning, and environmental laws, including:
- National Environmental Policy Act (NEPA)
- California Environmental Quality Act (CEQA)
- California Coastal Act
- California Housing Accountability Act
- California State Density Bonus Law
- California Surplus Land Act
- California Subdivision Map Act
- California Quimby Act
- Local planning and zoning laws and development incentives
- Local historic preservation laws
During law school at the University of Chicago, Cullen provided legal assistance and support for nonprofit, community-based affordable housing developers, and housing cooperatives.
