The pandemic has seen an increase in funding for and use of Other Transactions (OTs) by federal agencies with the Other Transaction Authority for prototypes and emerging technologies. While the use of OTs was increasing prior to the pandemic, this trend has accelerated as agencies with OT authority have sought innovative solutions to the pandemic. These types of transactions are not subject to the Federal Acquisition Regulation, and consequently offer a broader commercial base with which the government can do business at a faster pace than typical procurements.
Presented by the Federal Circuit Bar Association's Government Contracts Committee, "Going Your Own Way: Navigating and Litigating 'Other Transactions'" will discuss the increase in funding for and use of Other Transactions in the wake of the pandemic. The panel will feature Hallie Balkin, Learning Director & Professor, OTs, Defense Acquisition University, as well as representative from other leading law firms.
