Loyal Horsley is an associate in Latham & Watkins’ Washington D.C. office and a member of the Payments & Emerging Financial Services Practice, Financial Institutions Industry Group, and the Corporate Department.

Ms. Horsley advises clients on a broad range of regulatory, transactional, and enforcement matters related to electronic and mobile payments, money services businesses (MSBs), and other emerging payment technologies, including those related to money transmission, virtual currencies, payment instruments, and stored value offerings. She routinely counsels clients on a wide variety of federal and state regulatory issues, including those related to e-commerce, money transmission, virtual currency and stored value (including loyalty programs), as well as attendant anti-money laundering requirements. Ms. Horsley also advises traditional depository institutions on regulatory and transaction compliance issues, especially with regard to relationships with fintech companies, as well as general consumer credit matters.
