David Pettit is an associate in the Washington, D.C. office of Latham & Watkins and works primarily on matters involving electric generation, transmission and distribution, as well as gas transportation and distribution, for the Energy Regulatory & Markets and the Project Development & Finance practices.

Mr. Pettit has assisted clients by analyzing issues under the Federal Power Act, Public Utility Regulatory Policies Act, Public Utility Holding Company Act and various state energy statutes and regulations. Mr. Pettit has also analyzed issues regarding international, federal and state financing support and incentive programs for clean energy technologies, products and services. He has been involved in representations before the Federal Energy Regulatory Commission and various state public utility commissions on behalf of independent power producers, project developers, financial institutions and utilities. These representations have involved a broad range of issues relating to market-based rate and interconnection issues, energy asset acquisitions and divestitures, negotiated energy purchase and sale contracts, contract disputes and matters relating to exempt wholesale generator and qualifying facility status.
