Shivaun Cooney is counsel in the Environment, Land & Resources Department of Latham & Watkins, where she has practiced since 2003. Ms. Cooney is based in the Los Angeles and San Francisco offices and works on matters throughout California.

Ms. Cooney’s experience in land use and environmental law includes significant real estate development matters, governmental and administrative law, as well as other matters involving local and state administrative and legislative decision-making. She provides advice regarding local planning and zoning regulations and related environmental issues, including the California Environmental Quality Act, the California Coastal Act, and the California Subdivision Map Act. Ms. Cooney also works on matters involving the Clean Water Act, the National Environmental Policy Act, wetlands regulation, and historic preservation.

Ms. Cooney is active in pro bono matters and has represented a number of pro bono clients. She has assisted the Mar Vista Family Center, a non-profit program for low-income children and their families, with land use matters in Los Angeles, including entitlements for a new community center, and Seven Tepees Youth Program with land use and entitlement matters in San Francisco. In addition, she has represented animal rescue facilities with respect to land use and permitting matters. She currently serves on the board and as an executive officer of the Westside Food Bank.
