Christopher Cross is a corporate and finance transactional partner in the New York office of Latham & Watkins and former Co-Chair of the Energy – Oil & Gas Industry Group. He is also a member of the Africa, Latin America, Mergers & Acquisitions, Private Equity, and Project Finance Practices. Mr. Cross represents companies, government institutions, sovereign and private equity funds, and lenders in international joint venture, acquisition, project development, and financing transactions, primarily in the energy, extractive industry, and infrastructure sectors. Mr. Cross has executed transactions in more than 30 developing markets in addition to the core Americas, European, and Asian markets.

Mr. Cross was recognized in Chambers USA, where he was praised by clients as a “really good all-rounder” who is “very knowledgeable and has a lot of experience.” He was listed in Chambers Latin America, The Legal 500 US, and IFLR1000: Latin America as a leading energy and projects lawyer. Experience

Mr. Cross's experience includes representing:

  • An energy-focused private equity fund in the sale of a US$900 million interest in the Bakken formation
  • A private equity fund sponsor in a US$400 million gas pipeline development and club project financing with international and local banks in Mexico
  • A water technology company in the creation of a strategic joint venture in Asia and the development and financing of FPSO's
  • The joint venture of an international mining company and the government of a West African country in the development of rail and port infrastructure
  • The sponsor of a 200MW PV solar project in California
  • A Francophone North African national oil company in a variety of upstream E&P, downstream refining, methane, fertilizer, and petrochemical joint venture projects
  • A European integrated energy company in connection with the negotiation of a hydrocarbon exploration and production agreement with a North African national oil company and certain matters related to doing business in a conflict zone
  • The Government of an African OPEC member state in the creation of a sovereign wealth and budgetary stabilization fund
  • A significant private equity/pension fund investor in connection with several acquisitions in diverse commodity, financial sector, and energy targets in West Africa
  • An OPEC member Middle Eastern national oil company in connection with the greenfield development, PMC/FEED, technology acquisition, feedstock, marketing, operations, and international/local bank co-financing of four world-scale high complexity refineries and associated petrochemical derivative extensions with a range of international partners and ECA, Islamic, and commercial bank lenders
  • An international investor in a Brazilian joint venture for the development and financing of a bio-fuel and bio-plastic production facility
