John-Patrick Sweny is a partner in Latham & Watkins' London office and a member of its Project Finance and Development Practice. He represents energy companies, governments, financial institutions, and private equity investors on a wide range of project finance and development transactions focused on the energy transition.

Mr. Sweny is a member of the Regulation and Policy Working Group of the Carbon Capture & Storage Association, covering the regulation of CCS and blue hydrogen sectors, and a participant in the Green Hydrogen Organisation’s contracting standards initiative.

Mr. Sweny also is a member of a specialist working group participating in the EU-funded LNGnet project on the future transition of the LNG market.

Mr. Sweny’s relevant experience in the energy transition and gas sectors include advising:

CCS and Hydrogen

  • A sub-Saharan government on the drafting and negotiation of framework agreements for two large-scale green hydrogen projects
  • An energy infrastructure company on the development of a large CCS project in the Midwest US
  • An energy company on the development of a landmark CCS project in the Middle East
  • Summit Power in respect of a funding application for a 400MW clean polygen project in Scotland using integrated gasification combined cycle and CCS technology    

Carbon Trading

  • Compassionate Carbon on the negotiation of a forward sale prepayment financing of voluntary carbon offset credits to fund reforestation projects
  • Emergent on the structuring of a funding programme to prevent deforestation, involving the sale and purchase of emission reduction credits
  • A social impact project developer on a financing secured on carbon trading project companies      

Power and Storage

  • EBRD in connection with the financing of the Kom Ombo solar power plant in Egypt. This transaction was named African Energy Transition Deal of the Year by IJGlobal Awards 2023
  • An investment fund in connection with the potential acquisition of a portfolio of UK biomass projects
  • Counterparties in respect of secured commodity trading lines to Drax Power plc
  • ECP in connection with the acquisition of a portfolio of gas-fired power plants in the UK, and related trading services arrangements
  • NNPC and an international energy company in connection with the development of a 550MW gas-fired power project in Nigeria
  • HSBC on a bridge financing for the development of a UK battery gigafactory

Gas Transportation and Storage

  • NNPC with respect to the financing and development of the Ajaokuta-Kaduna-Kano Gas Pipeline and Stations Project in Nigeria
  • An international energy company in connection with the financing of the development of a US$1.275 billion natural gas liquids (NGL) expansion project in Nigeria
  • NNPC in connection with the US$2.5 billion financing for upstream gas supply arrangements for NLNG trains 1-6

LNG Export and Transportation

  • The sponsors, led by TotalEnergies, on the US$20 billion financing of the Area 1 Mozambique LNG project
  • Yamal LNG in connection with the financing of the Yamal LNG project in Russia sponsored by Novatek, Total, and CNODC
  • Blackstone in connection with its US$2 billion investment in Sabine Pass Liquefaction Facility, an LNG export facility located in Louisiana, USA
  • The Export Import Bank of the United States, the Export Import Bank of China, and a syndicate of 15 commercial lenders on an US$8.5 billion project financing of a coal seam gas to LNG project in Australia sponsored by Origin Energy Limited, ConocoPhillips, and China Petrochemical Corporation (Sinopec)

LNG Trading and Import

  • San Miguel Corporation in connection with the development of an LNG import facilities in the Philippines
  • RBS / ABN AMRO in connection with the financing of 4Gas' equity investment in the Dragon LNG receiving terminal in Wales
  • An international energy company on the acquisition of regasification capacity at the Gate terminal in the Netherlands
  • ENN Energy, one of the largest clean energy distributors in China, in connection with the negotiation of long-term LNG purchase arrangements with several LNG producers 
  • A joint venture between Gas Natural and Repsol, as buyer and seller, respectively, in connection with a long-term LNG SPA and a master LNG SPA for spot sales
  • The Government of Jamaica in connection with the purchase of LNG for an LNG import and regasification facility near Old Harbour, Jamaica
