Jessica E. Phillips is an associate in the Washington, D.C. office of Latham & Watkins and a member of the Litigation Department. Ms. Phillips handles civil and criminal matters involving a wide range of constitutional and statutory issues. She also provides pre-litigation counseling to clients in a wide range of matters involving constitutional and statutory law.
Recently, Ms. Phillips has authored briefs in cases involving the First Amendment and the Securities Exchange Act. She has also handled several cases involving administrative agencies, including the Securities and Exchange Commission and the Board of Immigration Appeals.
Prior to joining Latham & Watkins, Ms. Phillips held clerkships for the Honorable Samuel A. Alito, Jr., US Supreme Court from 2007 to 2008 and for the Honorable Joel Flaum, US Circuit Court of Appeals for the Seventh Circuit in Chicago, IL from 2006 to 2007.
