Experience

David Goldberg is a partner in the Environment, Land & Resources Department of Latham & Watkins' Los Angeles office. Mr. Goldberg practices in all areas of environmental law and works primarily on land use, real estate development, governmental and administrative law, climate change compliance, water law, transactional real estate, and construction and architectural law. Mr. Goldberg’s clients include developers, sponsors of infrastructure projects, corporations, real estate holding companies, hospitals, schools, cultural institutions, nonprofit organizations and individuals. Mr. Goldberg provides advice regarding local planning and zoning regulations and related environmental matters; State land use regulations, including the California Environmental Quality Act, the California Coastal Act, and the California Subdivision Map Act; and construction and architectural contracts. He has worked on matters before State and regional regulatory agencies, as well as numerous city and county governmental authorities in Southern and Northern California.

Mr. Goldberg has worked on a variety of major development projects across California and has extensive experience in working with local jurisdictions, agencies and public officials at all levels to secure regulatory approvals. Mr. Goldberg also has extensive experience assisting clients before the California Coastal Commission, including matters for Poseidon Resources Corporation, Pacific Gas & Electric and The J. Paul Getty Trust, and well as representing several single family homeowners on residential projects.

Mr. Goldberg’s noteworthy representations have included and currently include:

  • Pacific Gas & Electric Company – Coastal Commission approvals for Diablo Canyon Power Plant in San Luis Obispo, California
  • Poseidon Resources Corporation – Coastal Commission approvals for desalination facility in Carlsbad, California and Coastal Commission review of desalination facility in Huntington Beach, California
  • The J. Paul Getty Trust – Coastal Commission approvals for the renovation and expansion of the Getty Villa Museum in Pacific Palisades, California 
  • Anschutz Entertainment Group – Approvals for the six million square-foot, mixed-use L.A. LIVE sports and entertainment district in downtown Los Angeles, California
  • University of Southern California – Approvals for Health Sciences Campus Master Plan in Los Angeles, California
  • Cedars-Sinai Medical Center – Approvals for Master Plan in Los Angeles, California
  • Westfield Corporation –  The Village at Westfield Topanga in Los Angeles, California
  • A.G. Spanos – Approvals for various projects in Stockton, California
  • Vornado Realty Trust – Approvals for expansion of L.A. Mart tradeshow facility in downtown Los Angeles, California
  • The Buckley School – Approvals for Campus Enhancement Plan in Los Angeles, California
  • Frost Chaddock Developers – Approvals for 225-unit residential project in Los Angeles, California
  • City of Hope National Medical Center – Construction and architectural agreements for 347,000-square-foot Helford Clinical Research Hospital in Los Angeles, California
  • Gehry Partners LLP – Architectural contracts for museum, university, cultural and other projects around the world

Mr. Goldberg also has represented a number of pro bono clients, including Kidspace Children's Museum, a non-profit organization dedicated to the enrichment of children, in its efforts to develop a new interactive children's museum in Brookside Park, Pasadena; Junior Blind of America, a non-profit provider of programs and services to blind and visually impaired youth and adults; Harambee Economic Development Corporation, an affordable senior housing provider in Compton, California; and The Geffen Playhouse, a non-profit performing arts theatre in Westwood, California.  

Mr. Goldberg is involved in a number of civic, community and charitable organizations. Mr. Goldberg serves on the Board of Directors of the Valley Industry & Commerce Association, the Economic Alliance of the San Fernando Valley and Temple Judea. 

Mr. Goldberg is a frequent guest lecturer on land use and entitlement issues at the University of Southern California, and with CLE International, Lorman Education Services, and the Los Angeles County Bar Association. 

Mr. Goldberg was recognized by the Central City Association in February 2006, receiving the organization’s annual Mover and Shaker Award for his work on the L.A. LIVE development. In 2006, 2007, 2008 and 2009, he was selected for inclusion in Southern California Super Lawyers “Rising Stars” by Los Angeles Magazine.
